Airport mega-expansion. National aviation strategies in Saudi Arabia target 330 million annual passengers by 2030, anchored by the King Salman International Airport programme in Riyadh and large-scale terminal works at Jeddah and Dammam. Dubai's Al Maktoum build-out is designed for 260 million annual passengers. Each programme embeds new surface-movement radar, advanced surface movement guidance and control (A-SMGCS), multilateration and dedicated approach control positions.
Passenger traffic growth. MEA carriers have led global revenue passenger kilometre growth in recent cycles. Rising movement counts compress runway slots at Dubai, Doha, Jeddah and Addis Ababa, pushing investment toward time-based flow management and performance-based navigation rather than concrete.
Mandates. ICAO's Global Air Navigation Plan sets satellite-based surveillance expectations across member states by 2030. National ADS-B Out rules already in force in Saudi Arabia, the UAE and South Africa have driven radar retirements and satellite ground-station deployments, while generating sustained software demand for data filtering and controller display integration.
Airspace restructuring. Reduced vertical separation minima, consolidated upper airspace, and redesigned terminal route structures require specialist procedure design and safety-case validation - activity that flows disproportionately into the consulting segment.
UTM and drone corridors. Regulatory sandboxes in the UAE and Saudi Arabia, plus commercial drone logistics corridors in Kenya and Rwanda, are creating a parallel low-altitude management fabric. The UTM domain is the fastest-growing revenue line in the region at an estimated 12.4% CAGR.
Consulting pull. Procurement is increasingly structured as advisory-led turnkey delivery, bundling requirements definition, systems engineering, safety assurance and change management into multi-year mandates.
